Smaller and very inexpensive weapons have been cataloged by various authors to show how easy it is to disrupt or damage critical infrastructure.
Lists of intentional and accidental damage have been produced that show the wide range of threats. Fortunately, the geographical area is not as large, and, more importantly, the same protective measures that can be taken against the larger natural and manmade EMP can also be designed to block smaller EMP weapons at the same time.
